Council approves LJA study for Twelfth Street expansion and authorizes assistance for Lakeside HOA outfalls

The council authorized LJA Engineering to study design and cost estimates for an expansion of Twelfth Street and separately authorized LJA to assist the Lakeside Homeowners Association on outfall repairs.

Council members said Twelfth Street has significant development interest, including potential warehouse and commercial projects, and will require road widening, right‑of‑way adjustments and detention/outfall planning. LJA and staff said they will meet with affected private landowners (one referenced in the meeting as Twinwood) and the developer community to determine where detention and drainage outfalls must be located, and to produce a scope and cost estimate for the council to consider. "There's a lot of interest for Twelfth Street for development," a staff presenter said, and the study will identify right‑of‑way shifts, detention needs and potential property impacts.

Separately, the Lakeside outfalls have been the subject of long‑standing concerns. The council heard that the Lakeside HOA and the drainage district have been engaged but that the HOA requested city assistance. The council approved authorizing LJA to assess the outfall levels and produce recommendations and cost estimates so that the HOA, drainage district and city can pursue coordinated fixes.

Council members said some improvements may be multi‑jurisdictional and could involve negotiated easements or developer contributions. The motions to move forward with both LJA tasks passed on council votes during the meeting.
