Smyrna council approves personnel policy, code updates, lighting easement and routine items

Smyrna Mayor and Council on Oct. 20 approved a package of routine and administrative items, including a consolidated pay-and-compensation policy, the 2026 meeting calendar, the city's holiday schedule and amendments to the city's solid-waste code. The council also authorized Georgia Power to install new power service for underpass lighting on Windy Hill Road and approved several consent-agenda permits and facility uses.
City Administrator Mike Jones said the pay-and-compensation policy consolidates previous pay practices (overtime, on-call, incentive, progression and specialty pay) into a single unified policy to ensure consistency and compliance; staff recommended approval. The council approved the policy and authorized the mayor and city administrator to execute related documents.
Council approved the 2026 committee-of-the-whole, pre-council and mayor-council meeting dates and authorized the city clerk to post them; approved the 12-city holidays for 2026; and approved an ordinance updating portions of the city's solid-waste code and yard-waste rules to align fees and procedures with neighboring jurisdictions and improve operational feasibility for Public Works.
The council also approved authorization to add Georgia Power infrastructure for new lighting at 945969 Windy Hill Road to serve the newly built underpass, a request that staff said had been coordinated to avoid creating an easement along the right of way.
A consent agenda covering minutes, street closings for special events, facility-use requests and administrative items was approved by vote. All of the listed items passed by unanimous vote during the meeting.
No additional public hearings were required for the consent items; staff will complete the administrative steps necessary to implement the approved policy and coordinate the Georgia Power installation and any roadway or right-of-way work with appropriate departments.
