City Attorney Costanzo summarized the recruitment and selection process prior to the vote, saying the council opened the recruitment in August, reviewed dozens of applications and finalists, then negotiated an agreement with Rogers that matched council parameters. "I am pleased to recommend to you adoption of this resolution appointing Jason Rogers as your new city manager and approving his employment agreement," Costanzo told the council.
