Fire Prevention & Safety grant (community risk assessment): The council accepted a Fire Prevention and Safety Grant for $71,652.40 to fund a community risk assessment, a standard-of-cover document and a community-driven strategic plan; the grant carried a $3,412.02 match (cash or in-kind). The motion to accept passed unanimously.
Surplus property policy amendment (real property): The council amended the disposition of surplus property financial policy to explicitly include real property (land and buildings) in the surplus process, standardizing procedures for real-estate dispositions that had previously been handled without clear guidelines. The motion to amend the policy passed unanimously.
South Street parking-structure repairs (public works bid): The council awarded the base bid plus alternates 1 and 2 for South Street parking-structure structural repairs to low bidder Scicon in the amount of $176,200, per the Board of Public Works recommendation; the motion passed unanimously.
Consent agenda and minutes: The council approved the consent agenda (with one item removed for separate consideration) and approved the minutes from the Sept. 16 meeting before moving to the evening’s action items.
Why these matter: The grants provide near-term funding for firefighter paramedic training and strategic planning, the surplus policy amendment adds transparency and process to real-estate dispositions, and the public-works award moves a maintenance project forward. Several items were routine approvals; the garbage-fee resolution was the only extensively debated measure.
