Council approves commercial filming guidelines, requires public notice and online application

The Fulshear City Council approved a commercial filming guidelines item on the consent agenda Oct. 7 that adopts the Texas Film Commission’s recommended fee schedule and notification procedures for commercial productions.
City staff said production applicants must submit applications two to four weeks before planned filming depending on scale, and must directly notify residents and businesses that would be affected by temporary street or park closures. The city will also post closures on its official social channels and plans to host application forms on the city website after the Texas Film Commission review is complete.
Council members asked whether “commercial filming” definitions would cover feature films, TV movies and music videos; staff confirmed the guidelines include music videos, corporate videos, and feature films. The staff compared fees to nearby Houston-area municipalities and said Fulshear’s fees are in line with regional practice. The consent item was approved by voice vote.
