Fulshear council loosens temporary sign rules for businesses affected by road construction

The Fulshear City Council on Oct. 7 approved Ordinance No. 2025-1509 amending the city’s Coordinated Development Ordinance to allow limited temporary signage for grand openings and for businesses whose visibility or access is impaired by road construction lasting longer than 90 days.

City staff said the change is intended to help businesses along corridors undergoing long-term improvements, such as portions of FM 1463 where construction has limited visibility for storefronts. The amendment permits certain temporary freestanding signs, pennants, streamers and banners for limited periods — grand-opening signs for up to seven days and construction-impacted temporary banners for the duration of the roadway improvement — while retaining existing rules on size, location and quantity unless otherwise specified.

Council discussion focused on definitions and safeguards. Council members asked staff to add clearer definitions of (1) “visibility” and which side of a roadway qualifies, (2) maximum sign sizes and examples of permitted devices, and (3) an objective standard to avoid ad hoc approvals. Staff suggested including pictorial examples similar to the city’s architectural guidance; council asked staff to return with revised language.

A motion as amended was approved on a voice vote. Council directed staff to prepare implementing regulations and application procedures and to solicit interest from the Economic Development Corporation and affected business owners where construction is ongoing.
