Senate confirms four nominees to CEIA and Northern Marianas Housing Corporation

The Senate on Oct. 3, 2025, confirmed three nominees to the Commonwealth Economic Incentive Authority (CEIA) board and one nominee to the Northern Marianas Housing Corporation (NMHC) board, with each confirmation approved 7–0.
The confirmations came after the Senate’s Committee on Executive Appointments and Government Investigations (EAGI) reported it had reviewed documentation and testimony for each nominee and recommended confirmation. Chairman Senator Francisco Q. Cruz introduced the committee reports for the three CEIA nominees and for the NMHC nominee, citing hearings held in September. The committee recorded oral and written support and said it had raised several recommendations and concerns for the appointees to address if confirmed.
The Senate adopted the following standing committee reports and confirmations by unanimous recorded tallies of seven yes votes: Ms. Tina Azavan to the Commonwealth Economic Incentive Authority (private sector); Mr. David Berger to the Commonwealth Economic Incentive Authority (private sector); Ms. Remedios C. Mafnas to the Commonwealth Economic Incentive Authority (public sector); and Mr. Matthew C. Mosca to the Northern Marianas Housing Corporation board of directors representing the Second Senatorial District. The committee noted public hearings on the CEIA appointees were held Sept. 18, 2025; the NMHC hearing was held Sept. 16, 2025, in Tinian.
Administration and business representatives spoke in support of filling board vacancies. Jean Paul B. Regis, Special Assistant for the Administration, spoke on behalf of Governor David M. Apatang and Lieutenant Governor Dennis M. C. Mendiola to thank the Senate and the EAGI committee for conducting public hearings and for moving nominations forward. Joshua Cook, identifying himself as vice president of the Trade Council of the Marianas and a business owner, told the Senate he supports the CEIA nominees and said the authority could help the commonwealth attract investment and better leverage property to grow the economy.
Committee reports and the public hearing records noted that the committee raised recommendations and concerns for the nominees to address if confirmed; the reports summarized documents and testimonies but did not list implementation dates or state when an appointee would formally assume duties. The clerk recorded each confirmation as adopted by a 7–0 vote.
The confirmations complete several vacancies on boards that the administration and business leaders said are needed to pursue economic development and to oversee housing recovery and programs. The Senate did not specify effective dates for the appointments in the floor action.
