2025 budget amendment (Resolution 10-07-2025 R1): A staff member presented resolution 10-07-2025 R1 to recognize and move grants and other revenues into county funds so they can be expended. Items presented included: Children's Justice Center fund $61,900; Road Department GRAMA funds $80,000; NRCS grant (listed as $2,112,700) and other grant revenues and transfers including a $86,000 bridal grant program, energy summit revenue $8,500, Weber State Wildcat GRAMA $33,000, municipal service fund purchasing/grants $30,000, sheriff's canine donations $20,000, library increases ($5,000 LSTA grant and $2,000 private donations), and travel and tourism (Phenomicon) revenues $123,500. The resolution also moves drug court pretrial services into fund 24 (grant funds and fees totaling $603,500) and approves related fund transfers. The commission opened a public hearing but recorded no public comment; a motion to approve the resolution passed.
Pitney Bowes lease agreement: Caleb Hall presented a lease for a Pitney Bowes machine serving both north and south administration buildings and a DMV machine. The 60-month lease was represented as $375.55 per month (total $22,533 over five years) and includes maintenance and postage connectivity. The commission approved the lease and authorized the Clerk-Auditor to sign the agreement.
Grants and contracts presented by purchasing and grants (Jenny Bird): - OHV/Division of Outdoor Recreation grant for three cattle guards on Seneca Draw Road: award $22,500; county in-kind match $6,282.72; total $28,782.72 (approved; see separate article for landowner comment). - OHV trails crew grant: award $75,120 to partially fund a two-year seasonal trails crew; county match $14,900; project total $90,020 (approved). Staff said the match includes payroll taxes, fuel and $500 in equipment costs. - State Division of Arts and Museums grant for the Museum of Uinta County (formerly the Heritage Museum): $8,700 to support general operating expenses (approved). - Master service agreement with GBS, the county's benefits consultant, for up to five years: contract reviewed after an RFP and approved to continue benefits consulting services.
Ordinance vacating portion of Deep Creek Road: Matthew Gering, GIS, presented an ordinance (10-07-2025-01) to vacate a highlighted portion of a Class D road that crosses private property and does not access public lands; staff said the vacation will not cut off access for other private property owners. A motion to approve the ordinance vacating the road passed.
Other meeting notes: Several agenda items were tabled for further work (items 6, 7 and 9 as noted during the meeting). The commission provided general public comment instructions and heard none on the budget amendment.
