City rolls out new permit software; Tree Streets water-line replacement to affect about 50 customers Oct. 13

City staff updated the council on two operational items: a newly implemented online permitting system and an upcoming water outage for the Tree Streets water-line replacement project.
On the permit software, staff reported the city went live with new work-permit software the previous Wednesday and that 91 contractors, engineers and surveyors have registered accounts. Staff said contractors appreciate being able to view permits online and pay without visiting City Hall. Staff recognized Hannah (city staff) for leading the deployment and said they are working through minor issues with the vendor.
On the Tree Streets water-line replacement project, Philip Bowman reported staff is coordinating with a contractor to define outage limits using system valves and that they anticipate approximately 50 customers will be affected by the planned outage on Monday, Oct. 13. Bowman said the date was chosen in part because Glen Livingston Elementary will not have classes that day. Staff plans to distribute door hangers, a Blackboard phone/text message, and a map of affected addresses.
Council members asked about distribution channels and whether Blackboard notifications would reach the City of Cody app; staff said they expected to use Facebook and Blackboard and would check app integration before the outage notice goes out. Staff targeted sending Blackboard messages later in the week to reach customers before the planned outage.
No formal council action was required; staff requested no vote. They said they will return with more detailed notices and maps as the contractor finalizes valve limits.
