Board approves new hangar wait-list and gate-card fees at Buchanan Field and Byron airports

The Contra Costa County Board of Supervisors voted unanimously on Oct. 7 to adopt two new fees at Buchanan Field and Byron Airports: a hangar wait-list registration fee and an annual maintenance fee, and a $30 gate access-card fee.
Airports Director Greg Bear told the board the airports operate as an enterprise fund and must recover operating costs largely through rents and fees. Staff recommended a $40 one-time fee to join or rejoin a hangar waiting list plus a $30 annual fee to maintain position on the list; Bear said the change is intended to shorten artificially long waiting lists and reduce administrative workload from maintaining outdated entries. The board also approved converting an existing $30 gate-card deposit into a $30 nonrefundable fee to reflect ongoing system and administrative costs.
Projected revenue: Bear said the two new fees together are expected to generate roughly $9,500 annually for airport operations.
Board discussion: Supervisors asked staff to compare the county's tie-down and hangar rates with other Bay Area and California airports, and to begin a comprehensive fee study. Supervisor questions also requested outreach to current wait-list members and an administration plan to give existing wait-list registrants time and information to maintain their positions under the new system.
Public comment: There were no public speakers on the item. The motion passed unanimously.
