Motion to compel city to list housing units in pipeline fails after close vote

A motion to direct staff to provide a breakdown of housing units in Commerce City’s development pipeline — including units in planning, units approved but not yet permitted, and units in the permit process — failed in a contested council vote on Oct. 6.
Councilmember Susan Madera introduced the motion after the city’s housing needs assessment consultant did not include an accounting of units currently in the pipeline. Staff initially provided a table showing about 5,000 total units in the pipeline, but City Manager Rogers and interim Community Development Director Mike Sutherland told council the counts needed further review because data are pulled from multiple systems and may double-count projects.
Madera said the information was needed to supplement the housing needs assessment and to understand how many units were truly waiting to move toward construction. The motion asked staff to provide the counts — and, if possible, a breakdown by unit type — by the Oct. 13 study session. After discussion the roll-call vote failed 5–4; the clerk announced the motion did not pass.
Staff told council they would continue reconciling the data and recommended more deliberate review to ensure accuracy before publishing a final pipeline count.
