Council adopts downtown on-street parking changes after public survey; 3- and 4-hour limits on weekdays

Caldwell City Council voted unanimously to amend the city code to set mixed on-street parking time limits in downtown Caldwell and limit enforcement to weekday business hours.
Robin Collins, community development director, presented the ordinance from the Downtown Parking Advisory Commission, which surveyed roughly 300 respondents and held a public open house. The commission recommended a combination of three-hour parking in the Indian Creek Plaza core and four-hour parking on streets farther from the plaza (roughly from Fifth to Tenth and along Kimball), with unrestricted on-street parking on weekends.
Under the adopted changes (Bill 58 / Ordinance 37 10), on-street parking limits will be enforced 9 a.m.–5 p.m., Monday through Friday; the existing 9–5, seven-day rule in the code was replaced. Collins said all off-street parking lots remain free and that the amendments clarify language and align policy with the commission’s recommendations.
Staff also noted recent purchases of enforcement equipment. Collins said the parking compliance officer will receive handheld devices and software to scan license plates and issue tickets electronically rather than tracking compliance manually. The council liaison to the parking commission praised the volunteers and recommended the changes as a practical step to improve turnover for businesses.
Why it matters: downtown businesses and customers have complained about lack of available on-street spaces and employee parking occupying curbside stalls. The change aims to increase turnover in the core while allowing longer stays at the periphery. Weekend parking will be unrestricted under the new schedule.
Next steps: staff said they will order signage reflecting the new time limits, deploy the plate-scanning handheld units and begin enforcement once signs are posted. The ordinance was moved, seconded and approved for publication and passage by title; the council vote was unanimous.
