Commission advances Pipe & Steel industrial expansion preliminary site plan on Clinton Allen Road

The Livingston Parish Planning Commission voted to advance a preliminary site plan for an industrial expansion by Pipe & Steel on Clinton Allen Road.
Sean Heima (Alvin Fairburn & Associates) told the commission the owners have roughly 23 acres on Arnold Road and proposed a new metal fabrication building located toward the rear of the property. He said review comments have been addressed and requested the commission move the plan forward.
Planning and engineering staff recommended approval pending required traffic and drainage analysis. Commissioners raised questions about two proposed driveways onto Flint and Clinton Allen, asking whether the entrances met parish standards and whether they would be used for heavy truck traffic. Commissioners also flagged the condition and recent repair history of Clinton Allen Road and suggested that heavy truck access could damage the rebuilt section.
One commissioner noted that a proposed detention pond layout may separate rear and front areas of the site, creating access constraints. Staff said the applicant will be required to provide a traffic-impact study and drainage design during the permitting phase.
The commission voted to move the preliminary site plan forward. Commissioners asked staff to relay concerns about driveway use and road condition to the applicant and to ensure required traffic and drainage studies are completed.
