District drafts text-messaging privacy policy to permit Zoom-phone texting under TCPA rules

Springfield Township SD administrators presented a new Policy 815.3 on Sept. 29 to govern text messaging from district-issued Zoom phones and to ensure compliance with the Telephone Consumer Protection Act (TCPA).
Administrators said the district adopted Zoom phones across classrooms and offices and some staff are using Zoom phone text messaging in place of separate physical district phones. The district solicitor reviewed the drafted text-messaging privacy policy. Michelle Lutz (presenting on the draft) said the policy is designed to satisfy TCPA requirements and permit authorized staff to use Zoom phones for texts and mass communications in a lawful way.
Committee members asked whether the policy applies only to staff using Zoom phones; administrators clarified the policy covers district Zoom-phone accounts and mass-texting scenarios, not general student-adult texting. Student-discipline rules would continue to govern student behavior; administrators said handbook language or operational practice could further clarify texting expectations for specific staff roles such as coaches or club advisers.
Committee members agreed to proceed with a two-read process because this is a new policy and the district needs the policy in place to allow Zoom phones to be used for text messaging again.
