Kodiak Island Borough assembly approves liquor-license transfer, four ordinances and fairgrounds lease resolution

The Kodiak Island Borough Assembly on Oct. 2 voted unanimously to voice non-protest on a State of Alaska liquor-license transfer, adopt four ordinances affecting board compensation and assessment procedures, and to authorize submission of a lease disposal for the Kodiak Fairgrounds for later review.
The assembly voted to submit a "voice non-protest" recommendation to the State of Alaska Alcohol and Marijuana Control Office for Beverage Dispensary liquor license number 3299, a transfer of ownership from El Chicano Incorporated (doing business as El Chicano Mexican Restaurant) to Antonia (Antonia/Antonio) Bravo and a transfer of location to 202 Resnoff Drive with a new restaurant endorsement. Assemblymember Jared moved the motion; the clerk was directed to notify AMCO. The applicant, Antonia Bravo, told the assembly she has worked on the transfer since April 2025 and has been coordinating with AMCO and the fire chief to address outstanding fire-safety items at the new location.
The assembly adopted four ordinances by roll-call votes recorded as unanimous: FY2026-07, increasing compensation for the Board of Equalization from $100 to $170 per meeting; FY2026-08, codifying procedures for "good cause" appeal hearings in the real property tax chapter; FY2026-09, updating borough code to align with Senate Bill 179 on assessor duties and correction of the assessment role; and FY2026-10, declaring two tax-foreclosed properties (from a set of four acquired by clerk's deed July 12, 2024) surplus and authorizing sealed-bid sale under stated conditions.
Under the terms described for the surplus-property sales ordinance, the sale will be by sealed bid with a 10% deposit (based on minimum bid equal to amounts owed to the borough plus sale costs), remaining balance due within 30 days, and unsold properties may later be listed online for the minimum bid. The assembly report said two of the four foreclosed properties remain unredeemed and that the Planning and Zoning Commission found no public need for those parcels before forwarding the findings to the assembly.
The assembly also approved Resolution FY2026-06 to authorize disposal by lease of borough-owned land commonly known as the Kodiak Fairgrounds and noted the original 55-year lease will expire Nov. 3, 2025. The manager told the assembly that the Planning and Zoning Commission already reviewed and recommended the lease; the final lease language will appear in a future work session packet and be reviewed on Oct. 16.
Motions to approve the consent agenda and to adopt the various ordinances were moved and seconded on the record; roll calls attached "yes" votes from the assembly members present and the motions carried unanimously each time. No opposing votes or abstentions were recorded in the meeting minutes for these items.
