Forsyth County briefing: multiple budget amendments and vendor agreements slated for Oct. 9 meeting

County staff used the Oct. 6 briefing to summarize several administrative and budget items that will appear on the Oct. 9 agenda.
Health and maternal‑child program grant: Sharita Sutton, assistant public health director, asked the board to appropriate $16,000 received from Blue Cross and Blue Shield of North Carolina to support the Improving Community Outcomes for Maternal and Child Health (ICO for MCH) program. The money will support two Respectful Maternity Care simulator sessions, an evidence‑based simulation for clinicians and community providers intended to improve respectful maternity care and reduce maternal and infant mortality.
America250 grant: Casey Balzer of the budget office briefed commissioners on a $10,000 grant from the North Carolina Department of Natural and Cultural Resources to support the county’s America250 semiquincentennial committee and associated events; the county previously authorized the committee to manage the funds.
Capital projects interest earnings: Budget Director Kyle Wolf said accrued interest earnings from prior state capital infrastructure awards for the Tanglewood Clubhouse and the Agricultural Park Complex total $155,289.45 and the board will be asked to appropriate those funds to offset county contributions and transfer the amount to a budget reserve.
Fire training asbestos abatement: County staff said the fire department has two structures offered for burn training but must complete asbestos testing and probable abatement first. The estimated cost is $15,000, to be funded from countywide overlay fire tax fund balance.
Pagers for county fire system: Staff briefed the board on a recommendation to award a contract to Mobile Communications America Inc. for 244 pagers and chargers to support the county fire system; all bids came in at $220,178.28. The item includes an appropriation from fund balance.
Register of Deeds operating system: The Register of Deeds has recommended a one‑year renewal agreement with I3 Verticals LLC for website and operating system administration and maintenance at a cost of $65,310. Staff explained the vendor has been the county’s provider for more than 20 years and that the vendor would only guarantee the first year’s price; staff defended a one‑year agreement because longer guarantees were not offered by the vendor.
Elevator contract amendment and landlord release: Staff also briefed the board on an amendment to Schindler Elevator Corporation’s contract to add three airport elevators (bringing the three‑year not‑to‑exceed total to $430,008) and on a landlord’s release requested by TowneBank for the Springwood facility tenant ARCA to secure a line of credit.
Batteries and UPS maintenance for 911 center: The sheriff’s office requested authority to replace 144 batteries for uninterruptible power supply systems to support 911 communications and IT server rooms; staff recommended awarding the maintenance and replacement contract after soliciting pricing.
Staff said these items will be on the Oct. 9 agenda for formal approval by the board; the Oct. 6 briefing provided the opportunity for commissioners to ask questions in advance.
