Avery County commissioners adopt resolution to apply for $5 million CDBG grant for new senior center

The Avery County Board of Commissioners voted Oct. 6 to adopt a resolution authorizing submission of a Community Development Block Grant (CDBG) Neighborhood Revitalization Program application to the North Carolina Department of Commerce seeking up to $5,000,000 to support construction of a new senior center.
County staff held the required second public hearing on the application before the vote. Staff said the application targets the CDBG program’s Neighborhood Revitalization funding stream; Department of Commerce guidance allows a maximum award of $5,000,000 for communities impacted by Hurricane Helene. County staff said the program generally requires that at least 51% of beneficiaries be low- and moderate-income; because the project’s beneficiaries are seniors served by the senior center, staff said the project qualifies as serving a special population and that beneficiaries for this project would be treated as meeting the low- and moderate-income requirement.
Staff told the board the application is due to the Department of Commerce by 5 p.m. on Oct. 29, 2025, and that the county has previously applied for multiple rounds of CDBG funding since the program was reinstated. The county currently has an open CDBG neighborhood revitalization project to establish a domestic-violence housing project, and staff said this proposed application would be the county’s fourth submission in the current round of opportunities.
Following the hearing, a commissioner moved and a second was recorded; the board voted in favor and the resolution was adopted.
