Department leaders said they will post and nationally recruit for a director of the Office of Numeracy, a role the statute defines with experience in elementary mathematics instruction, administration and program management. Staff said they plan to convene a legislatively required task force within the act’s 90‑day window and to run a national candidate search; the department expects to begin interviews and to hire following customary search timelines.
Implementation will be phased. Staff described a regional model that places a coordinator in the central office and regional math specialists in service centers; the statute also funds school‑based math coaches allocated first to the schools with the greatest need. Department leaders said the first deployments of school coaches will not occur in the 2022–23 school year but will roll out in phases starting in 2023, with training and onboarding in the months before deployment.
On funding, staff clarified the act’s multi‑year cost profile and said the legislature appropriated a first‑year allocation of $20 million for implementation; larger multi‑year totals cited publicly are the multi‑year projection in the act and do not represent one‑year spending. Board members asked how the department will identify schools for initial coach placement (staff said selection will be data driven using assessment results) and asked what qualifications coaches will need (staff described elementary math experience, coaching experience and commitment to a 200‑day coach model).
Board members requested a full implementation timeline, the posted director job description and draft memoranda of understanding that will accompany coach placements.
