Commission discusses raising landfill fees for nonresidents amid rising regional dumping

The landfill manager and commissioners said the city of Beulah has begun checking IDs and charging nonresidents additional fees, which has increased traffic to the county landfill. Commissioners directed county staff to investigate legal and operational constraints — including whether the county can set different rates for county residents, nonresidents and industrial customers, and whether any regional funding agreements affect fee policy. They asked the auditor and county attorney to research statutory or grant restrictions (meeting discussion referenced “Century Code”) and to return with a proposal covering potential rate structures, revenue projections and enforcement approaches.
County staff noted the landfill has historically been largely self-sustaining and that recent county transfers were for employee benefits and occasional capital support. Commissioners emphasized the need to preserve long-term capacity: county staff estimated that current use gives roughly 85 years of capacity at present levels but said nonresident inflows could dramatically shorten that horizon.
No rate changes were adopted at the meeting; commissioners asked staff to return with options and legal analysis.
