The Rathdrum Planning and Zoning Commission voted to recommend that the City Council approve the final plat for the City Hall Addition subdivision, moving the City Hall Campus project forward pending completion of outstanding technical items.
The recommendation was based on staff findings that the final plat meets standards in Idaho code and the Rathdrum City Code and that the filed plat bears the certificates and statements of approval required by those codes.
Commissioners were shown the plat on meeting screens and staff described the project as a phased development: phase 1 is the large parcel intended for the City Hall Campus, and two or three frontage parcels will be handled in a second phase expected next year. Staff reported the final plat was received on 09/26/2025 and that the applicant (the city) provided a title report. Staff noted certain checklist items labeled “E5” remain to be completed before final signature.
During the discussion, a commissioner noted a typographical date error in the packet referencing March 1926; staff acknowledged the correct approval date to be March 26, 2025 and said it would be corrected in the record. Staff also emphasized that the public works director/engineer will not sign or authorize the final plat until the listed items are completed and accepted by the Rathdrum City Council.
A commissioner made a motion recommending approval of the final plat to the City Council; another commissioner seconded the motion. The motion passed after oral “Aye” responses. The motion as read into the record states: "I recommend approval to city council of the final plat as presented within Exhibit A because it meets the relevant Rathdrum city code pending finality of items E5 as listed above in the findings and fact, noting that the public works director engineer will not sign or authorize the final plan until stated items are completed and accepted by the Rathdrum City Council. I further direct the city planner to transmit this recommendation to the city council." (Unidentified commissioner)
