Resident's request for steps and handrail on steep Devon Drive driveway put on hold pending detailed plan

A homeowner requested permission to install steps and a handrail in the public right of way at 421 Devon Drive to help family members and guests navigate a steep driveway. The Public Works Committee discussed safety, materials and permitting requirements and asked the applicant to work with city staff before returning with a full plan.

The homeowner told the committee his mother and small children use the driveway and would benefit from a permanent handrail or short run of stairs. "My mom who's in her mid sixties comes and helps watch our daughter... mainly for her benefit," the homeowner said.

Committee members said they need drawings, materials and a site plan showing how much of the work will be in the right of way and how the construction will comply with building code. Staff and a representative from building inspection (Wyatt) advised that a permit and specific design details — step dimensions, materials and a survey showing right‑of‑way limits — are required. The chair said the plan should be coordinated with the city manager so it can be presented to the incoming council if needed.

Motion and vote: After discussion, the committee voted to drop the item from the Oct. 6 agenda and instructed the homeowner to work with the city manager and building inspection staff to develop a permit‑ready plan; the vote to drop was recorded 5 to 0.

Committee staff warned the applicant that approvals are tied to what is actually proposed and that a formal permit review could still result in changes or a denial if the work fails to meet code or right‑of‑way constraints. The applicant said he will consult contractors and return with drawings and materials information.
