Ashley Fazeria, filling in for Pat Sylvester, presented an overview of the career service commission's role and recent caseload. Fazeria said the commission, created by city charter, is a five-member citizen panel (four members currently serving) that hears appeals of advanced discipline (suspension, involuntary demotion, fine, or termination) after appeal to the department head.
Fazeria explained the commission's authority: it may uphold, reduce or reverse discipline but may not increase it; hearings may be open or closed at the commission's discretion. She outlined recent case activity: four appeals in 2024 (including one one-day suspension and multiple withdrawals) and eight hearings in 2025 with varied outcomes. Examples included terminations that were withdrawn, dismissals where required documents were not submitted, at least one termination upheld by the commission, and one termination where the commission modified eligibility for rehire.
Council member Regan asked why employees withdraw appeals; Fazeria said some choose not to proceed with a full hearing. Council member Coombs asked whether withdrawals are tracked for subsequent lawsuits; Fazeria said employee relations does not track that and Kim from the city attorney's office said it is rare and she was not aware of follow-up lawsuits in the specific cases discussed.
