The Winona Area Public School District Board of Education approved a three‑year tentative agreement with the district administrators group on Oct. 1 that phases salary increases across three years, adds an extra salary step and increases a long‑service longevity payment.
Director Slaby, representing the negotiation committee, presented the contract details: a 2.5% increase in year one, 3.0% in year two and 3.0% in year three; addition of a fourth step for that group at a rate of 3.5% of the prior step; and an increase of $1,000 to longevity payments for staff at 15 years and beyond. Slaby said no current administrators will reach the 15‑year longevity threshold during the three‑year contract, so that last change will not affect the next three budget years.
Slaby reported the settlement has a 0.15% impact on the district fund balance compared with the board's prior plan and that the increase to the professional development allowance — from $1,500 to $2,000 — is expected to be funded from the staff development reserved funds rather than the unreserved fund balance. Directors asked clarifying questions about how many people the contract covers and seniority progression; Slaby said it covers the district's principals and assistant principals and that the implementation spreadsheet shows about 6–8 covered employees.
Board members moved, seconded and approved the contract by voice vote. The board thanked the negotiation committee members who participated in negotiations.
