Council members urge zoning review and comprehensive plan before expanding Central Redevelopment District

A discussion Oct. 6 in the Business & Development committee focused on whether Mauldin should expand its Central Redevelopment District (CRD) or create overlay districts to guide development in the city center. Several council members urged a broader zoning review and completion of the comprehensive plan before undertaking district expansions.
Council member Taft Matney said the CRD could be expanded but argued the city first needs a modernized zoning framework and a final comprehensive plan to guide where and how growth should occur. He suggested a possible moratorium on rezonings until the city adopts a new code that aligns with the comprehensive plan. Other members said they supported thinking in terms of neighborhood nodes or quadrants and praised adaptive reuse seen in downtown (repurposed buildings such as former banks, restaurants and retail converted to new uses).
Staff said the current CRD language aims to encourage mixed-use, pedestrian-friendly development, but much recent activity has been reuse of existing buildings rather than large new construction. The discussion did not produce a vote; council members asked staff to prioritize completion of the comprehensive plan and to consider how zoning updates, overlay districts and CRD boundaries should interrelate.
No formal action was taken; staff will continue work on the zoning/comprehensive-plan timeline and return to the committee with options.
