Officer Pavlov and Chief Arnoski told the council on Oct. 6 that the Garden City Police Department offers the RAD (Rape Aggression Defense) program free to women 17 and older who live, work or regularly visit the city. The department also allows 14–16‑year‑olds to enroll with parental consent.
Officer Pavlov described RAD as a nationally recognized, non‑martial arts self‑defense program that emphasizes awareness, prevention, risk reduction and hands‑on techniques. The training includes lecture and discussion, basic physical self‑defense moves that are accessible regardless of fitness level, and simulation exercises using padded suits and safety equipment. Instructors offer progressive classes and a lifetime retraining policy for participants who trained locally.
Chief Arnoski said the department is highlighting lesser‑known community programs such as RAD alongside better‑known services like K‑9 and drone programs. Officer Pavlov and the department encourage residents to register through Radcliffe Parks & Rec and noted future class postings on the city Facebook page and Radcliffe’s event calendar.
