Centerville — The Centerville Town Council on Oct. 2 voted to award a $58,050 contract for engineering services to carry the Belvedere and Tillman Avenues reconstruction project to the bid winner. The contract covers design work that will allow the town to go to construction bid for water and sewer lines, road, sidewalks, curb and gutter.
Public works staff told the council the town is eligible for a 100% grant to cover much of the project’s cost but that federal reimbursement may be delayed if the federal government remains closed. The design contract will be paid up front by the town and reimbursed later if the grant is executed.
Kip (Director of Public Works) briefed council members that the original budgetary figures dated to an earlier estimate: Tilman Avenue had been budgeted at about $839,000 and Belvedere Avenue at about $1.2 million. Staff and council noted that these figures are dated and that total project costs could be higher; one council member suggested a planning-level figure of roughly $2.5 million as a working estimate if the town covers additional components beyond grant-eligible work.
The chosen firm — stated in the motion as Davis Moore And Sheeran And Associates LLC — submitted a lower bid among respondents; the town manager said both finalist firms have local offices and prior relevant experience. The contract award was moved and seconded and approved by voice vote; the transcript records the motion and the affirmative voice vote without a detailed roll-call breakdown.
Council members discussed that part of the project’s roadway and curb work will be paid from other local funds (highway user revenue and APOR funds) and that the town received a letter of intent for grant funds two weeks earlier.
