Matt Perez, commercial appraiser with the Gadsden County Property Appraiser's Office, presented the office’s determination of just value for a commercial parcel identified with a Walmart store on Pat Thomas Parkway.
For the record, Perez said the office’s 2025 just value for the parcel is $5,799,027 as of Jan. 1, 2025, and that Marshall & Swift national cost guidance produced a higher figure of about $6,807,477. Perez told the board the parcel had been part of an in‑depth study in coordination with the Florida Department of Revenue and that the office removed a prior system override that had suppressed the parcel’s value, placing it instead at market value consistent with appraisals of comparable Walmart facilities.
Perez said the Department of Revenue’s review did not find fault with the office’s treatment of Walmart properties; the office used cost, market and income approaches where applicable and relied on industry‑recognized cost sources. He said the office made multiple attempts to contact the petitioner and that no petitioner evidence challenging the appraiser’s practices had been presented at the hearing.
