The council held first readings for Ordinance 2025-4504, described in the meeting as “an ordinance creating, establishing, and adopting contract ordinance section 513.16, adult use cannabis control of the City of Pataskala contract ordinances,” and Ordinance 2025-4507, said to amend section 4 of Ordinance 2024-4478 to extend permitting and processing rules that would allow cultivation, processing and retail dispensing of adult-use cannabis in the city. Both items were moved and seconded for first reading by Councilmember Walter and seconded by Councilmember Epperson.
Councilmembers and staff did not conduct extended debate during the introductions. City staff read the ordinance titles aloud; the council scheduled the items for the normal ordinance process, which requires additional readings and administrative steps before any permitting or licensing could occur.
Also introduced for first reading was Ordinance 2025-4508, described as a supplemental appropriation for current expenses for the fiscal year ending December 2025. That ordinance was moved and seconded for first reading in the same sequence of business.
The city clerk read ordinance titles during the meeting and the council followed standard procedure for first readings: motion, second and placement on the legislative calendar for subsequent consideration. No final votes adopting the cannabis ordinance language occurred at this meeting.
Looking ahead, council members will consider the texts in later readings and any implementing regulations or permit processes would be set after ordinances are passed and codified.
