Pataskala BZA approves variance allowing gravel parking pad and reduced setbacks at Summit Road property

The Pataskala City Board of Zoning Appeals approved a variance Oct. 14 allowing a 24-by-20-foot replacement garage and a 20-by-30-foot (720-square-foot) gravel parking pad at 6335 Summit Road SW, despite a city code that requires paved parking surfaces.
The variance, filed as VA-25-027, lets the property owner install the gravel pad to the east of the proposed garage and keeps the new garage 60 feet from the north property line and 33 feet from the east property line. The board attached one condition: the applicant must obtain all required permits from the City of Pataskala within one year of the approval date.
City planning staff told the board the 0.34-acre lot previously contained a 352-square-foot garage that has been demolished. Staff described a prior July approval (VA-25-114) that reduced setbacks for a 400-square-foot garage at the same location; the current proposal would replace the demolished garage and locate a slightly different footprint on the lot. Staff noted the proposed hard-surface parking would be expensive and that many neighboring properties have gravel parking, which the applicant cited as a justification.
Destiny Coleman, the applicant and owner of 6335 Summit Road SW, told the board: “A lot of my neighbors, about 90% of them all have gravel as well. So I'm just asking to have that approved today.”
During its findings of fact the board said the property could yield a reasonable return and that the requested relief represented the minimum necessary. The board concluded the gravel pad and garage would not substantially alter the character of the neighborhood or impair adjacent property uses.
A motion to approve the variance passed on a roll call vote recorded in the minutes as: Mr. Coleman — yes; Mr. Goodwin — yes; Mr. Howe — yes. The motion text in the record required the applicant obtain any necessary permits from the City of Pataskala within one year.
The approval allows the applicant to proceed with the revised project; staff advised the owner to secure applicable permits before beginning construction.
