The Planning & Zoning Commission took up a City Council referral on possible subdivision‑regulation amendments on Oct. 23 and agreed to defer further action until Development Services can review the draft language and coordinate the changes with the city’s ongoing code diagnostic.
Council member Rob Durbin introduced the referral and said the draft seeks to prevent applicants from skipping procedural steps during plat review. Development Services staff told the commission they had not yet had adequate time to confirm whether the red‑line proposals are complete, whether additional edits are needed to ensure state statutory compliance, or whether the suggested language conflicts with other ordinances.
Commissioners emphasized the need to avoid piecemeal ordinance changes ahead of a comprehensive code rewrite. Friese and Nichols (the city’s consultant doing a code diagnostic) will complete a diagnostic this winter, and staff recommended integrating subdivision ordinance updates with that broader code work. The commission voted to defer the item and asked staff to return once they have a complete, coordinated draft for the commission’s review.
