The City of Cody City Council on Oct. 21 approved an ordinance formally implementing a 3% water rate increase that had been programmed in the FY26 budget. Staff said the increase aligns with recommendations from the city’s 2021 Water Master Plan and its revenue needs analysis to fund capital improvements and infrastructure replacement in both treated and raw water systems.
Philip Bowman, who presented the ordinance as part of the finance/budget items, said the council had discussed a larger 9% increase earlier in budget deliberations but chose to include 3% in the FY26 budget. The ordinance places that 3% increase into formal effect. Bowman summarized specific adjustments: standard residential three-quarter inch raw-water service increased by about 3.01%; raw-water townhouse units by about 3.08%; and temporary hydrant meters (treated water sales) showed a slightly larger 3.55% increase because staff rounded to five-cent increments.
Council approved the ordinance on a motion moved by Council Member Sweatt and seconded by Council Member Shreve; the mayor announced the motion carries.
Ending: Staff said these increases were included in the adopted FY26 budget and the ordinance formalizes those changes to water rates. No public comment was recorded on the rate ordinance at the meeting.
