Cody awards $402,998 truck bid to Floyd's; body-builder lead times push final build into 2027

The City of Cody on Oct. 21 awarded a bid to Floyd's Truck Center Inc. for a 2027 Freightliner cab and chassis plus an Altec aerial device and body to replace a 2013 bucket truck used by the electric division. The council voted to approve the award after discussion about delivery timing, storage and payment terms.
Philip Bowman, who presented the item, said the existing truck is on a roughly 10-year or 10,000-hour replacement cycle and had been retained longer than normal. Staff recommended changing the specification from two-wheel drive to four-wheel drive to improve access for electric crews in winter and unimproved areas; the four-wheel-drive chassis bid was about $15,000 more than the original two-wheel-drive bid. The bid award to Floyd's was $402,998; Bowman said the FY26 budget included $400,000 and the additional $2,998 will come from the Electric Enterprise Fund above the vehicle replacement fund allocation.
Bowman told council Floyd's expects to receive the cab and chassis in March 2026 but that Altec, the body/bucket builder, has an 18-month or longer backlog, so final assembly with the boom and body is not expected until 2027. Bowman said Floyd's will take delivery of the chassis, hold it securely and deliver it to Altec when the body builder can schedule the work. He said Floyd's will begin the warranty period upon final delivery of the completed vehicle (chassis plus body) to the city.
Council members expressed concern about long storage times and whether the chassis would be stored indoors. Bowman replied, "They they will store it, secure. I I don't know specifically if it'll be inside or outside, but ... Floyd's will honor a full year warranty based on the delivery time." Council members also asked about payment timing; Bowman said the city will pay Floyd's for the cabin/chassis when it arrives (not the full contract up front) and that the purchase order/order placed in FY26 effectively locks funds against future budgets.
Council approved the award. The motion was made by Council Member MacIsaac and seconded by Council Member Tamplin; the mayor announced the motion carries.
Ending: Staff said lead times for specialized bodies remain a risk and that the city has begun pre-paying or staging payments for chassis in past purchases to secure production slots. Staff offered to confirm whether Floyd's will provide indoor storage and to report back.
