On Oct. 9, 2025, the Cottes Springs Planning Commission approved a conditional-use permit allowing Little Red Fez Coffee and Art Shop to operate from 121 Grove Street in the city’s CTR (city/town center) zone.
Staff presented findings that the application satisfied submission requirements in Hot Springs Code section HSC 16-2-13.1 and that the use matrix in HSC 16-2-8.2 supports the requested land use with conditions. Planning staff recommended approval “subject to the following conditions,” and read eight conditions into the record covering construction standards, hours of operation, signage and exterior changes, lighting, nuisance protections, ongoing compliance and permit expiration procedures.
The conditions include: (1) compliance with all applicable city, state and federal codes, including the Arkansas Fire Prevention Code; (2) hours of operation limited to 7 a.m. to 9 p.m., seven days a week; (3) any new business signs must be reviewed and approved by the Historic District Commission under Pleasant Street Historic District guidelines; (4) exterior lighting must be fully shielded and downcast and confined to the subject property; (5) the use must not create an undue neighborhood nuisance; (6) the applicant must demonstrate ongoing compliance with the conditions or risk revocation or modification of the permit; (7) any exterior changes, including signs, require prior Historic District Commission approval; and (8) the conditional-use approval will expire under the conditions listed in HSC 16-2-14.2 unless an extension is granted in writing prior to expiration.
No members of the public had signed up to speak on the consent item. The commission approved the consent agenda, which included CU25142, by recorded roll call votes approving the item.
The conditional-use approval allows Little Red Fez Coffee and Art Shop to operate at 121 Grove Street under the listed conditions; staff will monitor compliance and the Historic District Commission must review any new signage or exterior changes.
