The ordinance — introduced by Chair Wansley and supported in drafting by City Attorney Jocelyn Bremer — adds language to chapter 18 governing procurement to require the new quarterly report. Wansley said the measure is meant to increase transparency and strengthen council oversight of contract administration across the enterprise.
“When passed, the council will receive these reports much like we receive quarterly reports from the administration related to low bid awards,” Wansley said during the committee meeting. She thanked city attorney Jocelyn Bremer and staff member Ganani Omar for assistance drafting and shepherding the ordinance.
Wansley noted that clerks corrected a typographical error in the ordinance text (a mis‑rendered figure) and said an updated version would be made available through the council’s legislative management system.
No members of the public signed up to speak during the public hearing on the ordinance. The committee took a roll call vote on the ordinance: Council Member Payne (aye), Council Member Vita (aye), Council Member Cashman (aye), Council Member Chugtai (aye), Vice Chair Palmisano (aye) and Chair Wansley (aye). The motion carried, 6–0.
The ordinance directs City administration to submit regular, written contract lists to the Council; it does not itself change the $175,000 threshold for council approval. Questions about operational details of the quarterly report — such as exact report format, required data fields, or timing for the first submission — were not specified during the meeting.
The committee moved on to its remaining business after the ordinance vote; clerks will circulate the corrected ordinance text and related materials to committee members and post them to the legislative records system.
