Commissioners table decision on joining TDHCA $35 million reservation after questions on transparency and reporting

The Van Zandt County Commissioners Court held a public hearing and then tabled consideration of a resolution authorizing the county judge to sign documents assigning a TDHCA volume-cap reservation to the Texas Department of Housing and Community Affairs (TDHCA) in conjunction with the East Texas Housing Finance Corporation (ETHFC).

Resident Bob Reese, a former ETHFC board appointee, told the court he opposed the assignment because he could not obtain meeting minutes and other records and therefore had concerns about transparency. Reese said the materials he could obtain showed eight loans in Van Zandt County totaling roughly $1.7 million and questioned whether the county should participate when private options and local lender programs exist.

Richard Anderson, identified in the meeting as a former county judge and a leader of the East Texas Housing Finance Corporation, presented TDHCA-prepared slides and described benefits to participating counties: a $35 million reservation of volume cap for the 17-county ETHFC region, lower mortgage rates for qualifying buyers, down-payment or closing-cost assistance in the range of 2–5 percent of loan amount, and mortgage credit certificates providing up to about $2,000 annually. Anderson said the assignment would not obligate Van Zandt County financially and read language from the proposed resolution to that effect.

Commissioners pressed for more clarity on timing and reporting. Anderson said TDHCA and EDCOG provided loan counts and amounts and that ETHFC would supply quarterly reports on loan originations, amounts, demographics and utilization percentage. Commissioners also queried whether Van Zandt County remains a member (the court had voted in a previous session to remove the county; Anderson said the ETHFC board has not formally removed the county). Several commissioners expressed concern that they had not received regular reports from ETHFC despite long-standing membership.

After questions and further discussion about governance, outreach and reporting, a commissioner moved to table the item. The court approved the motion by voice vote; the discussion concluded with commissioners requesting more documentation and a possible future public hearing before taking final action.
