City staff presented several PACE items. The board approved a PACE grant for 1126 West Second Street, described as a dilapidated-structures application that will include re-siding, reframing, new subfloor, foundation and roofing work. The board conditionally approved a PACE application for 307 West Street — a façade restoration project tied to fire and water damage from a neighboring fire — but required clearer, more specific façade documentation as a condition of final approval.
DeWolf Enterprises submitted multiple applications for the Central Hotel block; staff explained two applications had been approved and two required expanded scopes. The board approved PACE funding for the Central Hotel properties at 301, 305 and 307 Mulberry and 115 East Second Street under an umbrella arrangement to enable phased work across the four parcels. During discussion the board asked staff to split the umbrella funding into separate grant documents (two $25,000 grants were suggested for tracking) so each parcel or phase can be tracked independently; staff agreed to provide refined scopes and documentation.
The board also approved final payments and completed-grant payments for several projects: 308 Elm Street (dangerous-structure remediation; request to increase from a prior $5,000 to total $10,000), 403 West Second Street (rehab grant; full amount requested $7,500), and combined final payments for duplex properties at 723 and 725 West Third Street (two rehab grants totaling $7,500). Members praised the rehabilitation work and emphasized documentation requirements for historic-facade restorations.
Board action was recorded by voice vote (all in favor; no roll-call tallies recorded). Staff will return with refined scopes, separate grant paperwork for the Central Hotel parcels and clearer façade documentation for 307 West Street.
