"By the end of this month ... we'll have the levee all fully regraded. We'll have the all‑weather surface installed on top of the levee and we'll be ready for winter," Michael said. He reported the contractor completed a continuous cutoff wall from the Highway 99 bridge to the bypass, removed temporary pipes in the footprint, and has been regrading levee sections from both ends toward the center.
