Alicia Ransom, the city’s planner (joining virtually), presented the staff report and described the parcel set: four lots newly annexed off Rupert Road and readdressed as 112, 196, 234 and 268 Mackinac Court. Ransom said the access easement on the east side of the short plat is separate from the primary access on the west side; the easement vacation was requested by Public Works, no property‑owner comments were received, and staff recommended approval because the easement was surplus and would increase usable property for the owners.
The mayor opened the public hearing; no in‑person or remote speakers asked to comment. Councilmembers asked whether the vacation would affect emergency vehicle access and whether neighboring properties had their own access; staff confirmed the principal access and the remaining turnaround would stay in place and that the easement to be vacated specifically benefited the short plat lots.
After discussion the council moved to adopt Ordinance 24‑25 authorizing the vacation (file VAC004‑004‑2025). The motion passed and the mayor declared the motion carried.
