The Village of Ashwaubenon Finance and Personnel Committee voted to approve a three-year renewal of the village's employee benefits insurance brokerage agreement with Brown & Brown, covering Oct. 1, 2025, through Sept. 30, 2028, at an annual cost of $27,053.
Committee members heard from village staff member Joel, who said the firm (formerly Hays Companies) has served as the village's broker for several years and that the renewal represents roughly a 3% increase over the three-year period. Joel said the annual fee is included in the 2026 draft budget. "For $27,000 we get well above that in service from Brown and Brown," Joel said, describing quarterly meetings, plan administration support and assistance with stop-loss negotiations, COBRA, family medical leave and employee education.
The committee discussed the broker's role in administering the village's fully self-funded health plan and supporting internal human-resources functions. Joel said Brown & Brown assists plan participants who have benefit denials or trouble identifying providers and acts as a liaison that reduces the administrative burden on village staff.
Kelli Service moved to approve the agreement and Tim Jaden seconded. The motion carried on an affirmative voice vote.
The approved contract was presented as an extension of an existing agreement; the packet included the renewal document and staff recommended committee and board approval. No statutory citations or external legal authorities were discussed during the item.
