West York board discusses construction-manager RFP; cost seen as deciding factor

The West York Area School District board discussed selecting a construction manager for its upcoming project, with members centering the conversation on cost, references and who would serve as the district’s on-site lead.
Board members reviewed two finalists: SiteLogic (identified in materials as the firm formerly Reynolds Construction) and Padiva. Staff said both firms returned positive references and appeared comparable on qualifications, but the firms’ proposed fees differed. Director Geddes and others told the board they would favor the lower-cost proposal if the firms were otherwise comparable.
The administration explained the job will be bid as a prime contract, meaning trades may bid independently rather than through a single general contractor. That approach can reduce overall cost but increases coordination needs, the administration said, making the construction manager role important as “eyes and ears” on behalf of the district. Facilities director Jeff Ludwig and an outside reviewer from TTC provided input during the evaluation.
Board discussion emphasized three points: (1) cost is a primary factor when proposals are otherwise comparable; (2) the board wants assurance that the specific staff members proposed to work on the project will remain committed from “shovel to ribbon cut;” and (3) the board asked staff to pursue a follow-up discussion with SiteLogic to see whether that firm would adjust its price. Directors also recommended scheduling short interviews with candidates so board members and district staff can meet the people who would be assigned to the project.
No formal motion to select a firm was recorded in the transcript. The board directed staff to contact SiteLogic about possible price movement, to set up meetings with Padiva and SiteLogic representatives (including the proposed project leads), and to continue reference checks.
