- Rezoning request CC‑25‑140 (1421 West Eighth Ave) — Council voted 5‑0 to accept the Planning Commission recommendation to rezone the property from RSS (small‑lot single‑family residential) to RT (two‑family/residential). The council later moved ordinance No. 3582 to second reading by a 5‑0 vote.
- Rezoning request CC‑25‑141 (517 Southwest Street) — Council voted 5‑0 to accept the Planning Commission recommendation to remove the property from the Corridor Redevelopment Area Planning District and zone it Commercial General (CG) so it can be consolidated with an adjacent CG parcel. - Specific use permit CC‑25‑142 (418 East McElroy Road) — The council approved a specific use permit, 5‑0, allowing churches and other religious institutions to continue and expand as a conforming use at the site; staff said the existing church is a legal nonconforming use and the expansion required the permit.
- Ordinance No. 3580 — Adopted 5‑0 on second reading. This ordinance rezones 1212 South Perkins Road from Light Industrial to Commercial General.
- Ordinance No. 3581 — Adopted 5‑0 on second reading. This ordinance amends the city code to allow the Director of Finance to also hold the title Chief Financial Officer, applying the same duties and responsibilities to the dual title.
Consent dockets for the City Council and the Stillwater Utilities Authority were approved separately by unanimous votes earlier in the meeting.
Staff presentations and planning review: Henry Vibelheimer of Development Services presented each map amendment and the specific use permit and noted the Planning Commission recommended approval on Sept. 9 or Sept. 16, 2025 (three‑member votes of 3‑0 on the recorded hearings).
