County recorder's request to spend perpetuation funds for supplies and training approved

The Adams County Council approved a request from the county recorder to appropriate money from the recorder's perpetuation fund for office supplies, training and other routine departmental expenses.
Recorder Tom explained the perpetuation fund contains fees generated by his office and is available for certain departmental uses. "That is money that goes from generated by his department and goes into a special fund, for use by his office," Tom said during the meeting. He asked the council to permit the appropriation so the office would not have to increase its general-fund budget.
Councilors moved and seconded the request and voted in favor. Staff and council discussed whether the action should be filed as a transfer or an additional appropriation; because the money sits in a separate fund, the correct procedure is to appropriate the funds in place rather than transferring cash between funds. Staff confirmed the fund designated for the request has adequate cash to cover the appropriation.
Ending: The council approved the appropriation. Staff will route paperwork to the county auditor and publish required legal notices.
