Charleston County Council approved on second reading an ordinance amending a fee-in-lieu-of-taxes (FILOT) agreement with Metal Trades LLC (formerly identified as Project Flare), extending the investment period and authorizing additional special source revenue credits.
Supporters said the company is making substantial capital investments that will create local jobs; opponents raised equity concerns about selective incentives. Council passed the second reading with eight ayes and one nay.
Councilmember Boykin, who represents the district where the facility is located, described the investment as “tens of millions of dollars” in capital expenditures and said the project will bring “hundreds of jobs” to a rural area. Councilman Kubrowski registered the lone recorded nay; other members voted aye.
The ordinance will proceed to third reading. Staff noted the measure applies to Metal Trades LLC and that the incentive package is structured for the subsidiary’s eligible investments.
