Leonardtown — On Oct. 14, 2025, the Leonardtown Town Council voted unanimously to introduce Resolution 2‑25, a petition to annex about 16.35 acres known as the Hall Property at 40895 Greenhill Lane and pursue a Commercial Highway zoning designation under the town municipal boundary.
Town planning staff member Janine told the council the parcel is currently zoned Grove Preservation District under St. Mary’s County and is developed with a single‑family dwelling and an accessory storage shed. Janine said, “staff finds the proposed annexation petition and zoning designation is in compliance with the comprehensive plan.” She said preliminary environmental reviews show multiple constrained areas because of wetlands and that additional studies will be required during later development review.
The property owner, David Hall of D & G Customs Signs and Auto, attended the meeting and — according to council discussion — has leased and operated adjacent property on Route 5 and expects the annexation would allow longer‑term planning for relocation of his business. Council discussion focused on the technical review process rather than immediate development approvals.
Janine said the Planning & Zoning Commission will review the proposed zoning designation at its Nov. 18 meeting and staff has tentatively scheduled a public hearing before the council for Dec. 8. She said staff will also provide required public notices and send documentation to state and county planning agencies as part of the statutory annexation process.
Councilmember (unnamed in the transcript) moved the resolution and the motion was seconded; the council voted “Aye” and directed staff to proceed with the legal steps to process the annexation petition.
The council’s action at this stage is procedural: it introduces the annexation petition for the statutorily required reviews and hearings. Any future development would require full compliance with town development standards, additional environmental studies, and separate approvals by the Planning & Zoning Commission and the council.
