Council adopts resolution completing comprehensive plan housing regulations and zoning map update

The Newcastle City Council adopted a resolution on Oct. 21 confirming completion of the city’s comprehensive plan update, housing regulations and zoning map.
Director Fitzgibbons explained the resolution formalizes passage of ordinances and implements the periodic update the state requires; the item was presented to give council an opportunity to ask questions. Council member Sherlock moved adoption of resolution 2025-10-59 (read in the meeting as “resolution 20 25 dash 10 59”) to complete the comprehensive plan, housing regulations and zoning map. The motion was moved, seconded and approved by roll call as 7-0.
Fitzgibbons said future related actions will include adoption of required development regulations such as the critical areas ordinance and additional housing-implementation items. The resolution acts primarily as an administrative record that the city has passed the required ordinances for the state Department of Commerce to track progress under statutory periodic-update requirements.
Council discussion was limited and focused on clarifying the resolution’s purpose as a housekeeping step that helps the city remain eligible for certain grants and ensures compliance with the periodic-update schedule. No amendments were made during the Oct. 21 vote.
