Council approves Jim Price memorial for Lakebourne Park; installation expected in November

The Newcastle City Council voted unanimously on Oct. 21 to approve a memorial to Jim Price at Lakebourne Park.
Councilman Charbonneau moved adoption of resolution 2025-10-60, approving installation of the Jim Price Memorial at Lakebourne Park in accordance with the city's memorial and donation policy (resolution 2014-5-88); the motion passed 7-0.
Public commenters including Ed Flash, Gary Campin (chair of the Price Memorial Committee) and Peggy Price described Price as a long-time community volunteer and civic founder. Gary Campin said the Price family requested the memorial be placed “near the entrance to the planned boardwalk” and said the committee expected to install the memorial sometime in November. CAC member Kim Vanetta told the council the Community Activities Commission unanimously supported the monument as a way to honor Price’s civic contributions.
City manager staff reviewed the memorial application and confirmed it followed the city’s memorial donation policy. Council discussion was brief; several council members praised Price’s civic work, the committee’s efforts and thanked volunteers who worked on the project.
The motion to adopt resolution 2025-10-60 passed unanimously. Following passage, staff and committee members indicated the memorial installation would proceed according to the policy and the family’s wishes.
