Vancouver board adopts package of policy updates and immediately approves new medication‑at‑school rule

Board members moved and seconded a motion to adopt Policy 3416 immediately under the board’s policy on accelerated adoption. The motion passed on a roll call with Directors Barrows, Spruill, Zabala Ortega, Decker and Chair Smith recorded as voting to approve.
The board also approved a package of second‑reading policy updates that Richmond said were recommended by the Washington Association of School Directors (WASDA) and were intended to incorporate updated state statutory language. The packaged policies included revisions to:
• Policy 01/2011 (oath of office), • Policy 1310 (policy adoption procedure), • Policy 2420 (homework, grading and progress reports), • Policy 3143 (notification and dissemination regarding student offenses and threats), • Policy 3210 (student nondiscrimination; updates to protected classes listed), • Policy 4260 (use of school facilities), and • Policies 5401 and 5403 (sick leave and emergency/discretionary leaves; updates to reflect new state statutes and recently enacted bills).
Richmond said the revisions reflect updated RCW language and two recently referenced state bills that expand employee leave rights. The board approved the policy package on a unanimous roll call vote.
What it means: the immediate adoption of Policy 3416 allows the district to implement delegation provisions for medication administration now, rather than waiting for the usual two‑reading process. The packaged updates align district policies with recent state statutory changes identified in the meeting.
