Council Rock policy committee reviews AR‑109 process for challenging library materials amid public calls for more transparency

The Council Rock School District policy committee discussed administrative regulation AR‑109, the district’s procedures for bringing and resolving objections to library materials, after several residents spoke during public comment urging greater transparency.

The discussion explained the existing process and sources used for library selection, and residents urged the district to make reconsideration committee meetings and minutes public. "Transparency and thoughtful curation are not opposing values," a resident said during public comment, urging the board to ensure meetings follow the Pennsylvania Sunshine Act.

AR‑109 and related ARs set out how books are recommended, reviewed and how parents may request restrictions for their child. Chief among the committee’s explanation: initial concerns are handled at the building level (parent discusses the material with a school principal and librarian); unresolved matters move to a district reconsideration team for review.

Superintendent Andy Schonko described the selection sources librarians use, including vendor and professional lists such as Follett top lists, ALA and PSLA recommendations, Junior Library Guild and publisher reviews. He also confirmed administrative regulations and the AR materials are posted on the district website under the Board > Administrative Regulations tab.

Asked how many formal challenges the district has handled recently, Schonko said the district has had three challenges covering two books during his tenure and that the district provided committee findings to the board in those cases. Librarians also use the Destiny library software to manage circulation and to mark parent requests restricting a particular child’s access.

Several public commenters asked the committee to treat reconsideration committee deliberations as public under the Sunshine Act and to provide published minutes. A resident who identified themselves as a Northampton Township resident told the committee: "When decisions about library materials are made behind closed doors, the issue is no longer about books. It's about governance." Another resident directed listeners to an external library‑catalog site to review excerpts and encouraged parents to examine materials.

Administrators said the ARs outline the membership and steps for reconsideration and that committee procedures and sources are available online; the superintendent confirmed he had emailed AR‑109R5 to board members prior to the meeting for review. Committee members and administrators invited parents to use the published ARs and to contact teachers, principals or librarians as the first steps. They also encouraged public attendance at committee meetings and reminded listeners that ARs and other documents are posted on the district website.

The committee did not vote on changes to AR‑109 at the meeting. Members acknowledged the public comments and indicated the district will review whether additional clarifications or procedural changes are needed to address transparency concerns and to ensure parents understand the local reconsideration steps.

Officials said parents who want to challenge materials should start at the school level; if unresolved, a district reconsideration team reviews appeals and issues a written finding that the administration shares with the board. The district also emphasized parental options for restricting an individual child’s access to specific materials without removing the title from the library system-wide.
