ISD 191 committee reviews directory-data wording, enrollment rules and purchasing regulation; several items set for first reading

The ISD 191 School Board Policy Review Committee met Oct. 21 and reviewed several district policies and regulations, advancing most items to first reading and placing a few on the Nov. 6 consent agenda.

Committee chair Gerald, identified in the meeting as a director, opened the session and introduced Policy 5.15, Protection and Privacy of Public Records. Chris Belmont, assistant superintendent, told the committee the district’s draft reorganized the policy and narrowed the directory-information language to align with Minnesota law. Belmont said the Minnesota definition “for what should appear in directory information is more narrow than the federal interpretation,” and that the draft attempts “to kind of blend the information so that it flowed a little better.”

Committee members pressed staff on one phrase in the draft — “but is not limited to” — asking whether the district should explicitly limit directory information to the items listed in the policy. Gerald asked, “Is there any reason why it says ‘but is not limited to’?” Belmont said staff would research model policy and return a clarified, declarative recommendation. The committee asked staff to bring Policy 5.15 back in November for further review.

The committee next reviewed Policy 2.08, Development, Adoption and Implementation of Policies, which the superintendent, Dr. Latanya Daniels, said would include Policy 5.24 (Personal Electronic Devices) in the annual review cycle. Daniels confirmed there were no substantive changes recommended at this time and that 2.08 would be presented on first reading.

Stacy Sovine, executive director of administrative services, presented Policy 5.09, Enrollment of Nonresident Students (open enrollment), and proposed removing Regulation 5.09R. Sovine said the district already posts its open-enrollment and lottery process online, including materials in three languages, and argued the regulation is no longer necessary. “We are posting our open enrollment process as well as the lottery process online and we don't need a regulation for that,” she said. The committee agreed to place Policy 5.09 and the proposed removal of Regulation 5.09R on first reading.

Sovine also reviewed Regulation 7.15 on Purchasing and Bid Requirements, which she said was last revised in February 2016 and whose detailed procedures are maintained in the district’s fiscal compliance and procedures manual. Several directors expressed concern about transparency and community access to purchasing practices. One director said, “Our community appreciates knowing how we manage our purchasing and bid requirements,” and asked whether the manual or a digest could be posted online. Sovine said she would investigate posting a summary or the manual on the finance page. The committee agreed to move the purchasing regulation discussion forward as a first-reading item while staff explores public-facing options for transparency.

On Regulation 4.01R (Equal Employment Opportunity), Sovine and the committee indicated the regulation duplicates material posted elsewhere and recommended removing it to align with current policy. Several other items — Policy 07/22 (Public Data Requests), Policy 101.1 (Name of the School District), and Policy 101 (Legal Status of the School Board) — were reviewed with no changes and slated for the consent agenda on Nov. 6.

No formal votes or adoptions were taken at the meeting. Committee members asked staff to return revised wording for Policy 5.15 and to report back on posting options for purchasing procedures; multiple items were advanced to first reading or consent as noted. The committee adjourned after confirming the schedule for November review.
