The plan will include a baseline assessment that inventories existing plans and greenhouse‑gas (GHG) emissions, an engagement stage to gather community and stakeholder input, and a strategy stage that will produce actionable, fundable recommendations and a final plan, Rich Swanson, director of the energy and climate team at BlueStrike, said.
